I'm cross-building 2.36 and get this error:

The patch for bug 27250 is applied. The interesting part is also: before that
patch it seems to build with "-j1", but breaks with "-j10", and now it reliably
breaks every time.
The build was configured as:
./configure --build=x86_64-pc-linux-gnu --host=powerpc-unknown-linux-gnu
--target=powerpc-unknown-linux-gnu --prefix=/usr --disable-werror
--enable-deterministic-archives --disable-static --disable-nls --enable-shared
--enable-install-libiberty
