First, this is unrelated to the original issue.
Second, I cannot reproduce this with windres 2.36 that I built myself (which is
the stock 2.36 version with the patch for 'quot' discussed in this bug report).
So my best guess is that there's something wrong with your windres binary, or
maybe it has some local patches which cause that.
