I've now had a brief look at the DWARF-5 specification. The notes on lines 6-11
on page 156 seem to imply that the intention of 0'th entry is to be a copy of
DW_AT_comp_dir.

Another data point is that Clang in Fedora 34 sets the 0'th directory entry
with -fdebug-prefix-map applied.
