The major reason for layout to change is editing of .eh_frame and sizing of
.eh_frame_hdr.  Obviously we want to continue doing that, but what should *not*
happen is changes in .got/.plt relative layout.  Prior to HJ's two
lang_size_relro_segment patches that didn't happen.
