In comment 51 Torbjörn pointed out (suggested) that 'ccs=x' is related to the
content of the file and (possibly) not the file name path. 
I modified the test program and it appears he is correct.
The 'ccs=UNICODE' is apparently unnecessary.
I will experiment with the test program a bit more and make a new patch.
