Thanks for reporting this issue and providing all the details. Very helpful.

The issue seems to be that the applicable dependency (install-strip-bfd:
maybe-install-strip-libsframe) was missing.

As for libtool relinking at install time, that's expected.  Similar is done for
libopcodes.la, libctf.la etc. at install time.  The relinking, as far as my
basic understanding of libtool goes, is done to ensure an updated rpath in the
installed libraries.
