We are talking about bootstrapping. Sure, in the end you will have perl.
But bison comes very early -- before perl. That's the problem here.

Is adding such an option really a problem? Like said, you can keep it
enabled by default. But for us it would make maintenance of bison easier
because we could use unchanged bison source and wouldn't need to patch,
re-run autoreconf and apply hacks (because running autoreconf during
bootstrap isn't possible) anymore.
