These patches are targeting files that are not found in GNU Bison,
so the changes cannot be merged into Bison.
GNU Bison doesn't have a patches/ directory; it doesn't apply
patches to gnulib (does it?). It looks like gnulib is referenced
as a Git submodule, and used as-is.
I think, if there is a problem in gnulib affecting Bison, you
probably have to get the problem resolved there, and then
commit a submodule update in Bison to move to the fixed
gnulib version.
