cvs doesn't import empty directories

I suspect that this is by design but it isn't mentioned in the 
documentation in the import sections and it should be.  

I'll ask this on the off change there might be some CVS option I am 
not aware of:

Is there any way to force it to include these empty directories (short 
of placing a file there to make it non-empty)?  I am using CVS 1.11.1.
