I think the reason they were distributed was to try to *avoid* having to
run TeX thrice. I believe the current texi2dvi runs TeX as many times
as is necessary to get the auxiliary files to stop changing. If you
don't distribute them, then it has to run TeX at least twice: once to
generate them and again to make sure they don't change. In most cases,
they will change, so you have to run it yet again. If you *do*
distribute them, then a single run of TeX should be sufficient since the
files it creates should match the distributed ones.
