Patch to add SASL authentication

The attached diff adds SASL authentication and encryption support to
cvs 1.11p1. This for the most part implements the document by Ryan
Troll (http://asg.web.cmu.edu/sasl/sasl-cvs.html). See the
documentation attached for the differences.

This was done as part of a cosource project
(http://www.cosource.com/cgi-bin/cos.pl/wish/info/376). Many thanks to
Amber Archer and Larry Greenfield for their help with this project.
