The server is not configured properly. Check [x]inetd.conf and
http://www.cvshome.org/docs/manual/cvs_2.html#SEC30 for details.

Try getting cvs to work on the linux box locally before trying
client/server. That usually helps too.

Try the cvsgui mailing list for help on WinCVS:
http://groups.yahoo.com/group/cvsgui/join

And send future *usage* problems to info-cvs@gnu.org. This list is for
bug reports and development discussions.
