checkout -p annoyance

I find I get

cvs [checkout aborted]: Cannot check out files into the repository itself

when my current directory is inside the repository and I try to check
something out.  This would be fine, except it happens even if I've
specified -p (specifically to avoid writing to the filesystem), which
surely is not how it's supposed to work.

Or am I misunderstanding something?
