Reading this again, isn't this the correct behavior?

rel-2_3 is a branch with the branch tag pointing at revision, right?
that's the first branch off of revision 1.1.    So, the origin of this
is 1.1, and, had you committed no changes to this file on this branch, and
checked out this branch, you'd have gotten revision 1.1, right?

So, I believe this is the correct behavior.

Or did I miss something?
