problems with CVS 1.11.1p1

Running into a problem with checkout on tagged versions of src code.  Here
is what I have done and trying to accomplish.

I checked out the latest version of a project in CVS.

I then checked out a tagged version of the same project that is some number
of revs old.  When I do this all I see is the following error.  Could
someone assist....thanks.

I then released the project checkout in step one but I still cannot check
out the tagged version....ARGHHHH!  BTW we are using locking in our CVS.
