It wouldn't let me check out a tag nor non-tagged version of the code.  I
had lockDir on in the config file under CVSROOT.  Could this have affected
it?

Will try with the "-t" trace option for more information.

Is /homes/phopper/cvsTmpDir a brand-new directory?  If not, have you
already checked things out in it?  Does it have a CVS subdirectory?
What's in your CVSROOT/modules file?

> cvs -r checkout -r eclipse-v1-3-JMQ common/gdp

Specifying a specific revision shouldn't have any effect on this error;
are you sure that it works if you leave off the "-r eclipse-v1-3-JMQ"?

Could you try it with a -t global option?  Perhaps the trace will show
something.
