CVS 1.11.1p1

I've setup a CVS server and when I went to log in for the very first time
it failed because I did not have the file ~/.cvspass.  If this is my first
time using cvs why would I have the file ~/.cvspass?  I would think the
code would ignore the fact the file didn't exist if it was my first initial
login.
