cvs update -A not releasing -kk

I had done a "cvs update -kk" as part of a merge.  Now I want to have 
the correct version numbers in my files but when I do a "cvs update 
-A" I can still see the sticky tag "-kk" in "cvs status"  It seems to 
be happening only to a few files.  I am running cvs pserver 1.11.1.

The merge I did was to merge one branch onto a another newly created 
empty branch.  Any ideas as to what is going on?
