allow list patch

Hello all,

    Back in August '98, Mike Sutton posted a patch to this list that allowed
administrators to specify a file which they would put all the allowable
cvsroots in, one per line.

    I found this patch, but unfortunately it appears to be cut off at the
bottom. Reference
