You might try the "Trouble making a connection to a CVS server" section in the "Troubleshooting" appendix of the CVS manual. This sounds like an inetd misconfiguration. If it is an stunnel misconfiguration, you can try establishing your tunnel and testing the connection via telnet, as specified in the same section of the manual.
