This is an rsh problem, not a CVS problem.

The most likely problem is that the hostname that rshd is determining
for your NT machine doesn't match what's specified in your .rhosts file
or the protections on your .rhosts file aren't correct and thus rshd is
ignoring it. You might want to check your syslog for error messages
from rshd.
