There aren't any plans that I know of, but CVS is maintained by a
very(!) loosely coordinated group of people, so I don't necessarily know
what other people may be planning.

I should have pointed out, however, that Eugene Grosbein overstated the
problem:  As of CVS 1.11.1, an unwritable val-tags file just produces a
warning, not a fatal error.
