Case Insensitive/Case Preserving tagging

Hi,

At my current location there is a requirement that CVS tags be
case-insensitive and so I have a patch for this (against 1.11.2).

The implimentation has this option set in the CVSROOT/config file:

# Make TAG Case case-insensitive (XxX == xXx).
FoldTagCase=yes

(It's currently bundled with other changes like forcing -kb when -kb 
files are co'd with -kk)

The work I've done has mostly to do with the OS/2 emx-new port.
