assertion failed with rtag command using LockDir, lock.c line 177

Environment:
        UNIX and WinCvs clients accessing PSERVER on Sun.
        CVS version: Concurrent Versions System (CVS) 1.11.1p1 (client/server)
We have a separate lock directory:
in CVSROOT/config:
        LockDir=/usr/local/cvsroot/_cvslock    (also have tried outside of 
CVSROOT
CVSROOT=:pserver:<USER>@<HOSTNAME>:/usr/local/cvsroot

The command:
        cvs rtag TestLockDir23 fw/tools/asm2/ipu
Returns:
        lock.c:177: failed assertion `strncmp (repository, CVSroot_directory, 
strlen    (CVSroot_directory)) == 0'
        cvs [server aborted]: received abort signal
        lock.c:177: failed assertion `strncmp (repository, CVSroot_directory, 
strlen    (CVSroot_directory)) == 0'
        cvs [server aborted]: received abort signal

I found a similar issue in a previous email, but with no reply or resolution:
        Tanaka Akira 2001-02-23 assertion failure with symlinked repository and 
LockDir.
Any suggestions?
