I wrote a similar patch a long time ago but never committed it because
there didn't seem to be much demand. I used "*" rather than "+", and I
interpreted a username of "*" to mean any system user. That provided a
wealth of flexibility and completely eliminated the need for SystemAuth
in the config file (which is good because then all the access control is
in a single place): adding "*:*" to the end of the CVS passwd file would
be the same as SystemAuth=yes, not having it would be the same as
SystemAuth=no. If there's interest, I can resurrect my patch.
