I think Derek's point was that you should *always* issue that message;
this "feature" is extremely dangerous and should not be used lightly.
(I've never liked it, but I recognize the need it fills and I haven't
been able to come up with a better alternative.) I'd say you should
issue the message as soon as the option is parsed, although I'm open to
suppressing it for quiet and/or really quiet mode.
