Why does this need to happen for Windows? SSH on Linux also has this same prompt and cvs works fine with it.

You need to set up SSH so that it doesn't prompt you for a password. The prompt is being sent to CVS, which is complaining about it not being
valid in the client/server protocol, not the user.
