If you want to be more backwards compatible, I would propose that if
~/.cvsignore-global exists, then use it, otherwise try ~/.cvsignore.

Should I submit a patch?

I don't see why not. If no one else objects, go ahead, but use the backwards compatibility check for ~/.cvsignore that you mentioned.
