It appears that http://ftp.cvshome.org/win32/cvs-1-11-5.zip does not
suffer from this bug.
Additionally, http://ftp.cvshome.org/win32/README acknowledges a
problem with 1.11.2, which is no longer available at the URL.
Suggesting RESOLVED FIXED.
