We don't make people jump through the same hoops. Sending CVS patches to bug-cvs@gnu.org implies consent to releasing your changes under the GNU GPL.

We'll stop using the watch feature as it doesn't work.  Perhaps it
should be documented somewhere?

I think Noel Yap fixed this in his "Renegade CVS" on SourceForge. As far as I know, he hasn't been maintaining it, but you might be able to extract the appropriate patch segments and port them forward.

I've been trying to cajole various people, including Noel, to clean up the patch, add tests & doc, and chop it up into small, easily disestable chunks so that I can review & commit them. This is especially relevant now that we have a feature branch, but my interest in `cvs edit' isn't much greater than Larry's, so someone else is going to have to do most of the work.
