What server are you using? The repository directory "c:/cvs" suggests to me
you are using CVSNT as your server.

I may be mistaken, but if your server is CVSNT running on Windows NT, then I
believe you will need to use a Linux port of the CVSNT client, not the GNU
CVS client. Unless the GNU CVS has incorporated support for CVSNT servers?
