There is no "+s" bit -- there's an SUID bit and an SGID bit.

You showed the permissions on the directories but not the ownership, so
it's not clear to me exactly what you're trying to accomplish.  If
you're trying to allow read-only access to some directories, you have to
set LockDir= in your CVSROOT/config file to point to a directory that
everyone has write permission in for lock files.
