My bright idea is to make the change to CVS 1.10.x in the way
described (ie keeping the code out of the main .c files and hiving
it off into subr.c), and get that to work first.  ie no changes, just
additional code.

That same code will fit into CVS 1.11.6 without causing
any errors (errors to Unix, Mac etc).

The problem of CVS 1.11.6 not auto-configuring for Tandem
is a separate problem which can be solved separately.
