Yes, but, currently, the subsequent import does not cause files to be
checked out as part of the trunk either, or am I mistaken?

I think you are correct, the head remains dead, so isn't
subject to being checked out as part of the trunk, if that
is the only consideration.

That is how the Attic is defined. Archive files will be stored in the Attic iff they will not be checked out on the TRUNK.
