No Respository found error

Hello,

 I am trying to set up CVS on linux box. This is what I did,

- in /etc/inetd.conf file: --allow-root=/raid/cvsroot

when I execute this command

cvs -d :pserver:cvsuser@localhost:/raid/cvsroot login. I am getting this error,

/raid/cvsroot: no repository found.

Could anyone suggest me as to where its going wrong.
