Why would you want to do that in client/server mode?

I'd look at a patch.  Mark's right about the documentation and sanity.sh
test cases.  I find it easy enough to avoid the problem you mention by
using:

~    cvs co ccvs
~    mkdir build
~    cd build
~    ../ccvs/configure
~    make

so I'm not likely to want to do a whole lot of extra work for it and
features without documentation and test cases tend to deteriorate so
rapidly that it's almost pointless to add them.  Please see the HACKING
file for more.
