Thanks Paul.  I've committed that to stable and feature.  You were right
on both counts.

I got slightly different behavior out of 1.11.9.1.  `test' checked out
properly the second time and I couldn't get the `?' to appear.  I did
notice that `cvs release' failed to remove the Entry, but I think this
is just the long-standing bug with releasing subdirs.
