The timestamp should be the time on the server if you are using :ext: or
:pserver:, I would expect only :local: over NFS or SAMBA to pay
attention to the client's time unless something like the '-d' switch is
used on a cvs import.

If you have a consistent method to reproduce the problem, please give a
step-by-step set of commands to do it.

If you have a patch for your problem, feel free to submit it.
