I assume you know Windows NT family has system
and user environment variables that can both be
modified.

Some history about Windows defaults:

Windows NT 4.0

1. Does nothing in system environment which can
be a problem for an NT service.

2. Set TEMP & TMP in user environment to the
same value, typically "%SystemDrive%\TEMP" ie.
"C:\TEMP".

Windows 2000:

1. Set TEMP & TMP in system environment to the
same value, typically "%SystemRoot%\TEMP" ie.
"C:\WinNT\TEMP"


2. Set TEMP & TMP in user environment to the
same value, typically
"%UserProfile%\Local Settings\"TEMP" ie.
"C:\Documents and Settings\User\Local Settings\TEMP"
and names are usually munged to 8.3 form.

I don't have Windows XP and you do.  Can you say
what the story is there?

Note in Windows NT & 2000 the CVS effective settings
are user values if set else system values, except
for the PATH which has an effective value of both
system and user values concatenated together.
