No, it doesn't.  It creates a new file, which *your operating system*
decides how to associate with a user and group.  On most systems that
assign the group based on the group of the creating user rather than the
group of the parent directory, you can override that behavior by setting
the set-group-id bit on the directory.  See the manual:
