I like your Perl suggestion.  I don't know Perl but it's acceptance and
wide availability for Windows is attractive.

Windows "cmd.exe" is crude as a scripting tool but it's good enough when
combined with Perl to cover the cases I'm aware of so far:

File "cvsnt.dep" contains multiple instances of:

   "c:\program files\microsoft visual studio\vc98\include\basetsd.h"\

File "lib/libdiff.mak" contains multiple instances of:

   cd "\Conrad\Projects\ccvs 1.12\LIB"
