I've check this in and regenerated the make files.  Thanks.

Isn't "SCC" M$'s SCM API?  Was this project designed to make CVS a
plugin for it?  There are a few other products out there that do
this.  Perhaps this whole directory can be removed?

These two were imported with zlib.  I'd rather just leave them there
and not use them to avoid forking from zlib and providing ourselves
with more unnecessary maintenance hassles.
