The MS SCC API (enough acronyms for you?  here come a few more...) is
intended to allow SCM plugins in MSVC++ and the like.  Source files
can then be updated/diffed/logged/etc, from MSVC++ menus.  This may
have been a project to build such a plugin but if so, it is likely
way, way out of date.  I haven't heard anything about it in 5 or 6
years, anyhow.  There are a few other projects out there to purport to
implement an SCC interface for CVS.  I don't recall their names, but
that might be why no one's bothered with this version.
