That problem no longer exists in server version 1.11.15, but
cvshome.org is still running 1.11.6.  If CollabNet doesn't finish the
server upgrade they've been promising soon, I will try to make some
time to upgrade the CVS server on cvshome.org myself.

Anyhow, if I recall the workaround correctly, then a fresh checkout
should solve your problem, especially as neither LIB.dep nor lib.dep
should be checked out any longer.  You might be able to edit the
"lib.dep" or "LIB.dep" line out of your lib/CVS/Entries file by hand
and run a subsequent update, but if that sounds like too much for you,
go with the fresh checkout.
