The most recent GNULIB getdate.y only supports Bison, so I've removed
the call to AC_PROG_YACC which allowed other implementations from
configure.in. I am assuming that this is acceptable since the
maintainers have Bison on many of our supported platforms and I assume
development machines. Please let me know if this is not acceptable.
It might make sense to prefix the $(YACC) call with Automake's missing
script so that user's get a pretty warning message instead of build
failures on platforms where it appears getdate.c must be regenerated
but Bison is missing. If you agree, let me know and I can write a
patch to m4/bison.m4 and submit it to GNULIB.
