I don't see an attachment, but I've generated said config.h myself and
I didn't expect the code to compile without the config.h.footer file
anyhow.

They should be.  If the #defined macro isn't referenced in
{lib,src,windows-NT}/*.[hc] (with the exception of the generated
windows-NT/config.h), then I would think that it is a safe assumption
that it is no longer in use and can be removed.  Otherwise it should
go in windows-NT/config.h.footer.
