I was examining Solaris Intel binaries I suggested
earlier and comparing file status to corresponding
status of archived source tar ball.  It seemed like
a good idea at the time to have them match and
"Observer" permissions allow me to "Reserve" the
file and indeed the reservation process works.

Regrettably "Observer" permission is not sufficient
to actually change the file status and neither is
it sufficient to cancel the reservation.  Sigh...

I was offered an opportunity to upgrade my project
role which I did since that was the only option
offered even though I have my doubts this is an
optimal solution.
