There is a `fnmatch.h.in' file in the `lib' directory which gets
renamed to `fnmatch.h' by the configure script on most platforms.  If
it should be expected that all VMS systems will not have fnmatch.h,
then we can include a copy of fnmatch.h in CVS's `vms' directory.  If
some VMS systems will have `fnmatch.h', then there should probably be
target in the VMS makefile or some equivalent of the configure script
on other platforms which causes fnmatch.h to be built from
lib/fnmatch.h.in only when necessary.
