It sounds like you initialized your repository with a version of CVS
1.12.6 or later and then accessed it with an older version of CVS
which didn't recognize the new keyword.
Look up the UseNewInfoFmtStrings config option in the fine manual or
make sure your CVS server is 1.12.6 or later.
