I've read the whole thread, but I could not see a reason why it does not work in my case. If I understood correctly, the reason was (in the thread), that the stderr output of the SSH client is not read by the client-side CVS client.

But SmartCVS runs here on a Windows machine (no Unix file descriptors), the SSH client is a Java application, the CVS client is a Java application and the CVS client reads all data from the stderr channel.

Ah, that rings a bell.  There's a problem where SSH puts some of its
file descriptors into non-blocking mode, which CVS doesn't expect.  If
CVS then writes data faster than the receiver reads it, stuff gets lost.
